Explain The Biggest Challenges When Writing A Cover Letter

The biggest challenge I have when writing a cover letter is providing information about myself that is not already on my resume. I feel as though I repeat the things on my resume in complete and concise sentences, but I do not think that is the way to make a great cover letter. Also, I find it difficult to find the perfect length because I do not want to write too little of too much. Who to address the letter to is confusing to me as well, so I often just start the letter with a generic introduction.
