Appendix 1: Backstory- For this reenactment, I was assigned the role of the customer who frequently used the Quickstop owned by Alex Saleh. With being a reoccurring customer for so many years, Saleh and I have gotten to know each on a more personal level. I even feel like I am considered family to him. Since I am a frequent customer at the store, yes, I have noticed a change in the relationship this area has with the Miami Gardens police department. As a matter of fact, it wasn’t till 2008 when I started noticing a change in the way police treated the customers and even the employees. What did this mean was going to happen next? Since the act went into effect, I have been a witness to several of the arrested that have happened at this Quickstop. There was one incident in particular where I saw an employee, Earl Sampson being treated poorly by officers. Sampson was arrested while he was simply doing his job of stocking the coolers at the store. Several other customers and Sampson were in the store when a police sergeant walked in and made him place his hands around his back telling him he was being arrested for trespassing. Myself and many of the customers were confused as to what was going on since we all knew he was an employee of the store, so how could he be arrested on a trespassing charge? This wasn’t the first run-in with the law since the zero tolerance program went into effect. There were several other incidents when police would just walk by telling us to “place our hand against the wall” and then begin to pat us down even place their hands in our pockets searching for things. Often times we would get a citation for either trespassing or for having an open container. These two people were really important and played a major role in the case and the outcome. One thing I really liked was how we were able to incorporate the Garrity Warnings before interviewing people from the department because I thought this helped make our investigation feel as if it was real. When it comes to my reaction of what could have been improved for our interviews, I wish we would have known more of the questions we were going to be asked. Prior to the interview, they stated only one question would be asked, but then once I began mine there were several other questions I had to answer on the spot which is hard since we weren’t actually there and are just acting it out. We had to answer them based on our research we did. Also, I think it would have been better to spread the questions out and have each investigator ask the same amount of questions or do every other one, instead of Robert asking most of them. The final decision our group came to is one I agree with. I don’t think the officers had the right to stretch the rules of the zero tolerance policy and arrest Sampson over 62 times for the same offense at the same location. I do believe the officer should possibly be suspended for failing to act as a leader for the other officers and not being able to control his force better. Part of being a sergeant means
