In addition to the executive branch, legislature shall also face several changes following the publication of this Compromise. States shall have representation in Congress proportional to its population. States with larger populations shall not be granted an equal amount of votes as states with smaller populations, and vice versa.
Slavery should be abolished, as it is the right thing to do. Anyone with a decent, working sense of morality would agree. But currently, when discussing proportional representation, we must also address the issue of slaves counting as part of the population. Delaware will not receive every accommodation they wished for, but they will not be left cheated out of all the benefits of this Compromise. Therefore, it is only fitting and proper that the capital of these new United States shall be relocated to Dover. Delaware shall enjoy the advantages of an increased population, commerce, and title as the country’s heart of culture.
