An exceptional child is someone who “differs from the norm (either below or above) to such an extent that they require an individualized program of special education and related services to fully benefit from education” (Heward). Although each and every student is unique in their own way, some children stand out more than others on terms of how they develop. Often children who have delayed or rapid development need education that is tailored to their needs, to suit each student to fit their needs. In addition to having a separate learning environment there is a division of the Board of Education dedicated to the success of each Exceptional Child called the Exceptional Children Division. The mission of this division is “to ensure that students with disabilities develop intellectually, physically, emotionally, and vocationally through the provision of an appropriate individualized education program in the least restrictive environment” (“Exceptional Children”). This focuses on the development of students on every level except the social which is the most important aspect of life. The Exceptional Children Division has done wonders in establishing and assisting these students while providing them with the help that they need meanwhile neglecting social life. The subtle neglect on friendship is a small price to pay when safety is at risk, but as peers fellow students should be able to stand along with EC children, and help them fit
