Strategy Change Cycle or Ten-step process highlighted by Bryson (2004) was an upgrade from the eight-step process put forward by the said Bryson (1988) in an attempt to realise the revised Corporate/Business Plan for the financial years of 2017-2020. 1) Commence and agree upon a strategic planning process – A common goal is the order of the day. To achieve this shared goal a wide cross-section was selected which guaranteed representation of all units, division and branch of the organization. It was not limited to only top management. Effort was made to have employees whose start date was subsequent to the planning session be in attendance as well. 7) Re-evaluate the strategic plan (steps #1-6) and come to agreement – the sessions were held over a three day period and at the beginning of each day the previous day’s outputs were reviewed and the necessary adjustments made if necessary. 8) Based on the adopted strategic plan, construct an appropriate vision statement – two vision statements were proposed for submission to the wider staff for their selection and subsequent acceptance. Staff buy-in is very important as they are expected to embody this vision going forward. 9) Put together a logical and workable implementation plan (viz., in Baldrige terms “action plans”) – at this stage the team will be having a follow-up session to the initial planning retreat. Upon the completion of same, the necessary action plans and implementation should follow. 10) Conduct a final reassessment of the strategic plan and the strategic process (steps 1-9) – this is to be scheduled. In such an arena, their respective public managers are forced to find new ways to manage and meet the ever increasing demands of the populace they committed to serve. It is essential that public managers take the time to understand the basics of strategic management and planning as it is a critical first step to the success of most organizations. However, on its own, it is not enough. You also need to know how to create a strategy and, perhaps most importantly, how to execute that strategy.
Strategy management process
 More than just a set of rules to follow.
 A philosophical approach to business.
 Upper management must think strategically first, then apply that thought to a process.
 Best implemented when everyone within the business understands the strategy.
Strategy toolbox needs to have strategic plan, strategic management framework – implementation plan, action plans, monitoring and evaluation
