If the question is asking about the origin and evolutionary development of Panic, the answer depends on how far back we can go to study the evolution of brains’ pain mechanism. According to Panksepp (1988), the PANIC/LOSS neuro-circuitry is different from the Fear circuitry, and is probably evolved from more ancient pain mechanisms. Depending on the context, the reaction can vary from avoiding a physical or psychological treat, or engaging in a life-saving fight. According to Cannon (1929) some of the advantages of panic are: an increase of sugar in the blood which is used for metabolism; effects of fatigue are reversed by epinephrine; the re-route of blood circulation by the nervous system to support maximal exertion; muscle strength, and altering the cognition so that the mind becomes focused on finding a way to escape (as cited in Nesse, 1990). “When does the emotion become considered excessive or not enough?”
According to Nesse (1990) panic and fear are adaptive responses and the relationship between fear [and panic, in this case] and adaptiveness is similar to the inverted U-shaped function of stabilizing selection. Being in the middle is healthy. Dysfunctional risk-taking and helplessness are associated with the two ends of the function (as cited in Carey, 1998).
