It would be a mistake to think that homeland security did not exist prior to the creation of the Department of Homeland Security (DHS) on November 25, 2002, though. The act that created DHS merged over 22 other organizations consisting of over 180,000 workers that had been involved in homeland security in some form or fashion before the creation of DHS (Sauter and Carafino, 2012, p. 67). Homeland security in realty has existed even long before that and can be traced to the very creation of the US and even further back under English colonization. It was clear after 9/11, however, that its present state was not working satisfactorily and something had to be done to increase its capabilities and effectiveness so an attack like al-Qaeda accomplished, or worse, would never happen
