London, 2000 a young girl, 8 year old Victoria Adjo Climbe was tortured and murdered by her guardians. Her death led to a public inquiry and produced major changes in child protection policies in children services. The Every Child Matters Act 2004 set out a national agenda with the aim of setting up more services that were directed towards the needs of children, young people and families. These stated that schools and other child care providers have to demonstrate ways in which they could work towards a range of outcomes.
