There are two main viewpoints on any environmental issue, the modernist perspective and the neo-traditionalist perspective. The two perspectives greatly contrast each other, as they take completely opposite sides of the argument in any environmental issue. Ellsworth Huntington developed a theory that detailed that the economic development in a country can be predetermined based on its distance away from the equator. The state of the environment in 1948 was arguably similar to the state of the environment today. Environmental concerns such as air and water pollution were, and are currently a major concern. The main difference in 1948 however, was that pertinent regulations and laws had yet to be enacted.
