1.0 INTRODUCTION
Health care can be defined as the maintaining and restoration of health by the treatment and prevention of disease especially by trained and licensed professionals such as in medicine, dentistry, clinical psychology, and public health. Besides that, health care also the services are provided to people or communities by agents of the health services or professions for the purpose of promoting, maintaining, monitoring, or restoring health. According to the Institute of Medicine, they defines health care quality as the extent to which health services provided to individuals and patient populations improve desired health outcomes. Whether the health care for the very old and senile are important in society? Besides that, if health care only for the very old and senile, how with the young people? Whether the age discrimination will exist? How it can pose of age discrimination? How we can handle of this age discrimination? Who will be impacted if this discrimination of age will occur? Which parties should be involved in this case?
Health care is most important for the very old and senile. This health care is regardless of a person's age limit because all people need it. Now, everyone needs health care services in order to avoid suffering from any disease and maintain existing health especially older people who have a lower resistance. This situation can refer the Kant's theory of ethics. The Kant’s theory is about moral obligation (duty of morality). As part of deontology theory, Kant's ethical theory focuses on moral action and neglect as a result of an action. It is an absolute because morality of an action does not relate to a situation in which it is located. By Kantian, do the right thing even if it will result in unhappiness.
