The main idea is the word harm, as opposed to hurt. For instance, two individuals are applying for the same job. Putting individual circumstances aside, I get the job over the other candidate, my intent was to not hurt her, but in securing the job instead of her, I caused harm. Obviously not my intent to do that to her, but that is the reality of the given situation.
