In analyzing the Code of ethics of 1924 it can be seen that the current issue of Public Administration deals with ethical conduct and moral issues as it relates to public officials. Many professional organizations adopted the code in 1924. This comes at a time when public officials and administrators at all levels of government were plagued with scandals and high-profile cases of corruption and mismanagement, this can color public perceptions of the legitimacy and quality of government.
