I think it is very difficult and challenge for a public administrator to act ethically, especially after I read The Responsible Administrator. Cooper mentioned that it is much more difficult for a public administrator to act ethically than an employee in the private sector. It is because a public administrator has different goals to achieve, responsibilities to consider, and roles to play. Furthermore, it makes a public administrator to act ethically more difficult when public administrators have to decide who they should be loyal to. Who should a public administrator be loyal to?
