Currently, health care fraud and abuse is an issue that affects everybody in our country costing tens of billions of dollars per annum. This duplicitous misdeed is committed when mendacious people and providers submit fictitious or misleading information to make a profit. “Fraud and abuse in the health care system has an enormous adverse impact on health care quality, and safety, while also imposing higher cost on consumers, employers, and taxpayers” (Fighting Health Care Fraud and Abuse, 2004-2014). Health care fraud and abuse can also cause gravely harm to individuals who are obtaining needless, or inapt medicinal services. She was sentenced to less than ten years in a federal prison and was ordered to pay back up to $9 million in restoration. While taking on the role as owner and manager at the clinic, Ovespian, was falsely prescribing high-priced medications and retailing those medications back to drugstores through black market. These medications were billed over and over again to the government. “Ovespian generated thousands of bogus prescriptions for patients who were usually low-income beneficiaries of Medicare and Medi-Cal and did not need the drugs” (Mikailian, 2014). Ovespian would have patients to go and have the prescriptions filled and take them back to the clinic. Patients that returned the medication were given a hundred dollars. The bogus prescriptions were signed in advanced by “Dr. Kenneth Johnson, an accomplice, and filled out by Ovespian’s mother-in-law, Nuritsa Grigoryan” (Mikailian, 2014). Ovespian’s health care scheme lasted from 2009-2011, during the time that the federal and state programs were billed millions of dollars and paid more than 9 million to pharmacies based on the thousands of assertions submitted as part of the scheme that Ovespian coordinated.
