I believe it does warrant a report to Child and Protective Services.
Considering Silva’s history of being abused, her initial fabrication of the cause of the hematoma on Sabbath leg, late immunizations, and not noticing the eye infection. Narrative ethics provides the story behind the situation (Frank, 2015) . I want Silva to so well and be a good parent. However, the story does not negate the truth of abuse or neglect. The rules are clear (deontology), nurses must report suspected abuse.
4. What are the consequences of your actions either way (reporting vs not reporting)?
The consequences of reporting may be multi-faceted.
The first (unlikely) scenario may be Silva admits she was not coping well and will agree an investigation will potentially be a good way to get some help learning parenting skills.
