The payment of Soldiers in the Brazilian Army presents another ethical conflict between officers and NCOs. The Payment Center of the Army is responsible for the payment of all personnel of the Brazilian Army. It uses a system where the officers receive more due their responsibilities and the other ranks follow receiving less and so on. Nonetheless, the ethical dilemma is in the mandatory assignments, in the financial assistance when the family has children under six years old, and the financial assistance to get military uniforms. Thus, the root cause of the ethical conflicts between officers and NCOs in the Brazilian Army is the culture. It is essential to change the culture of the Brazilian Army and its regulations to provide mutual respect and other rights in accordance with the Brazilian Army values and ethical principles. It is also relevant to implement changes in the regulations in relation to the assistance for mandatory assignments, financial assistance when the family has children under six years old, and the financial assistance to get military uniforms. It is also important to evaluate the medical system and the housing issues. Meanwhile, the most important contribution to provide equal entitlements between officers and NCOs is in changing the culture in the Brazilian Army. Using of the education and training for all Soldiers to show the importance of the NCOs corps is an important method to change the culture in the Brazilian Army. This way, through learning it is possible change behaviors, beliefs in relation to the NCOs in the Brazilian Army. Another proposal is to provide more functions where the NCOs can develop influence in their organization. Furthermore, developing functions in organizational level enriches the NCOs career and decreasing the culture of the difference. Seniors NCOs have a huge amount of experience and, with the time, developing functions in organizational level will bring positive results in how officers think about NCOs
