First, you started off by explaining the definition of a leasehold improvements as it is being capitalized. Then, you also included the rules for depreciation in leaseholds, which really helps to understand what the ethical dilemma can be in this situation. With that in mind, I agree with your conclusion that there would be an ethical dilemma if the person knowingly of the wrong decision makes the decision anyways.
