The test of justice asks for Carmen to assess her own sense of fairness by determining whether she would treat others the same in this situation. The test of publicity asks for Carmen to consider whether or not she would want her behavior reported in the press. The test of universality asks Carmen whether she would recommend the same course of action to another counselor in the same situation. Carmen would likely be able to say yes to all of these tests, which means she would be ready to move on to the final step in the ethical decision making
