It was a set of laws, that was passed by Congress which permitted states to pick in the event that they needed to be a slave state or a free state. The new land acquired from Mexico, which is known as present day California was proposed to be a free state by law. However, the states which joined later on had the chance to pick whether if they wanted to be free or a slave state.
