The Government is divided into many layers, but is still a one big connected piece, just like a spider web. Without one of them, the Government would fall apart. Each layer plays a different role and supports a different system as far as the society is concerned. As each layer is peeled off, the governing system gets smaller and smaller. These layers escalate starting from the smallest governing body, Crestwood School District, up to city Government, County Government, State Government, and finally, the Federal Government. Of these systems, it would be the most logical and much easier, to get rid of Wayne County and let every city, it governs, to take care of itself. It is important to note that not all cities do receive the same amount of Taxes from the County, although some cities contribute much more taxes than those given back and vice versa. Most people would agree that it's only fair that every city keeps its own taxes that its residents contribute. Although it is possible to remove other governing bodies, it'd be a much more complicated process than just removing a given County. Of all the governing bodies, Wayne County might be the least useful to the country, much less, the state. All services provided by Wayne County could be easily provided to citizens by the cities in which the citizens reside. Most people with the same opinion would view Wayne County as a made up system, created simply to provide more citizens with jobs, or just to create unnecessary limits and imaginary lines on the
