To begin with, “more than a third of drivers are reading texts and emails while driving”, causing there to be fines as a consequence (Johnson). However, it was also stated, “a driver can be ticketed only after having been stopped for a primary offense”, meaning texting and driving is a secondary offense and could only be penalized if a driver were stopped for a first offense (Warner). In order to be behind the wheel the driver is required to have a license. Receiving a ticket for not containing a driver’s license could cause the situation to be worse and receive many more fines, tickets, and a possibility of a longer suspension. Several might not view it as important as it legitimately is, but there are mothers, fathers, aunts, uncles, etc., who have children or other passengers in the vehicle. These passengers are the driver’s responsibility and if any harm were to occur to the passenger or themselves it would be the driver’s responsibility, as well as the driver would receive minor or severe penalties. The driver could receive “up to one year with a suspended license” or the “car may be impounded for thirty days”, logically thinking a vehicle and a license are needed to manage all the responsibilities any person has
