Educational reforms in Texas have taken place over the past several years. One of the major years of educational reform in America and Texas was the year of 1980. That year the Texas Legislature passed “The Education Opportunity Act” or “House Bill 72” (Buck, pg. 310, 1991). Once House Bill 72 was passed, it helped shed some light on some of the positives on education reforms happening in Texas. “House Bill 72 helped others to buy into the instructional programs” (Buck pg. 311, 1991) which in turn lead to extra money to help the specific districts.
