Volunteers are important human resources for social welfare agencies. Social welfare agencies often apply volunteers in welfare and care work. The New Right advocates integrating the volunteers to social care system, in addition to presenting his idea of welfare privatization.
Community care is an important change in care services since 1990s. Basically, community care is seen as an opposite word of institutional care for most people. The concept of community care first appeared in the Green Paper of UK called 'Community Care: Agenda for Action', also known as The Griffiths Report.
