Another restriction was the Literacy Test in 1917 which made it harder for them to get in because the test was made for them to fail. The Immigration Act of 1917, which limited the amount of immigrants that could come from any country to 2% of each nationality that can come. This made it a lot harder because not as many immigrants could come from one country only 2% of their nationality could come.
