The production of milk and almond positively affects the state economy. This industry generates considerable annual revenues. Nevertheless, most agricultural communities are socially and economically marginalized. People living in different agricultural communities have little access to high education, housing and health care. San Joaquin Valley is without doubt one of the most productive region in the state, yet its average income per capita is very low. Max Neiman is his book Local Government: Designing and Financing the Cities and Counties of California, affirms that the counties in California were formed in the 19th century as administrative entities to provide services to the rural communities that were far away from the cities. California counties were supposed to deliver public assistance and social services to rural communities including housing and health services. The reality is that San Joaquin Valley farmer employees are not receiving health care, housing and other public services. The county is not covering the demand for social services because there are not enough funds. Economic resources are not evenly distributed among state areas. While California benefits from the hard work of thousand of farm workers, it neglects and marginalizes them. The economic plan suggested in this paper must include specific policies to alleviate the marginalization of agricultural workers and their families who are living in extreme poverty despite their important role in the state
