Erion Sakarr Williams was on level four parole supervision prior to his death on October 1, 2016. He was released from the Department of Juvenile Justice (DJJ) on May 2, 2016. He was committed to DJJ on March 5, 2015, on the charge of violation of probation with the following underlying charges of assault and battery against family member, brandishing a firearm, grand larceny, and possession of a firearm by a minor. He was also committed to DJJ on March 30, 2015, for assault and battery on law enforcement officer, 3 counts, and false identity to police which were offenses transferred from the Chesapeake Juvenile and Domestic Relations District Court for disposition. He had a moderate adjustment at DJJ. He obtained his General Education Development (GED) certificate, and he participated in and obtained multiple certifications from the Career Pathways Program while at Bon Air Juvenile Correctional Center. He transitioned back to the community into direct home care with his grandmother, Bonnie Williams. Upon his release, he was placed in the Second Chance Reentry Program with the Tidewater Youth Services Commission for transitional case management services. He was also provided 30 days of electronic monitoring and he was enrolled in substance abuse relapse prevention with the Tidewater Youth Services Commission. Upon his initial return to the community, Erion complied with electronic monitoring and rules of the Second Chance Program. He was employed for a very short time. The employment was obtained by the grandmother with one of her friends who owned a construction company. He started working on May 3, 2016, and quit his employment on May 20, 2016. He was given an incentive for complying with parole supervision expectations. However, he regressed shortly thereafter. He failed to comply with his curfew and the grandmother and he begin to have interrelatedness issues due to boundaries and limits set by her. Erion decided he did not desire to reside in the home with her any longer. Erion’s motivation level declined and he was no longer receptive to or put forth much effort during sessions with the reentry counselor, Kahe Rusan. He did not want to search for employment when prompted. He failed to meet with his substance abuse counselor for the initial intake screenings. He missed scheduled appointments and he failed to comply with his assigned curfew and curfew checks. Sanctions such as lowering his curfew, verbal house arrest, and increased reporting were issued. A meeting was held by this officer with him and the grandmother to address his non-compliance. Effective Practices in Community Supervision (EPICS) interventions were utilized with him, but his drive to succeed was very low. The Second Chance service providers voiced concerns about his lack of motivation and discussions were held with the provider and assigned parole officer about allowing Erion to remain in the program. He was detained on July 1, 2016. He was placed at the Portsmouth City Jail where he remained until his court hearing on July 18, 2016. He was found guilty of the violation of parole and he was given a 90 days in jail suspended sentence. He was ordered to remain on parole supervision with strict compliance. On July 22, 2016, a meeting was held with Erion, his mother, and his grandmother to discuss expectations moving forward and the court ordered requirements. Erion continued to demonstrate he was not amendable to services nor was he willing to comply with parole supervision as ordered by the court. He missed scheduled appointments with the assigned parole officer and with the service provider. He left his home with his whereabouts being unknown on multiple occasions. As a result, a violation of probation was filed on November 4, 2013. He was detained and placed in detention at the Chesapeake Juvenile Services on November 8, 2013. He was released from detention to electronic monitoring on November 13, 2013. During this period he failed to comply with the rules of the home and he tested positive for marijuana. However, he did cooperate with electronic monitoring and he attended school as required.
