The environmental justice movement gained a national spotlight in the early 1980s with a few notable cases including the protest against the proposed siting of a PCB landfill in Warren County, North Carolina. At the time of the siting, Warren County had the highest percentage of blacks of any county in the state at 66% – even though blacks were 22% of total state population – and was also one of the four poorest counties. The residents of the community protested the construction and dumping of 400,000 cubic yards of PCB and endured a series of ligations against the State of North Carolina involving the District Courts, EPA, and the NAACP before losing the fight in 1983.

Additionally, a unique PIN number or ‘parcel number’ for each property matched transactions to the exact location on an map acquired from the King County GIS Center and the distance from the property to the facility site was incorporated in the regression. Table 1 defines and describes each characteristic.
Results
When controlling for the characteristics listed above, I found total living area, distance from the facility, and view to be statistically significant (p=0.05). Table 3 presents an overview of the preliminary results of the study.
Considerations
Because this hedonic analysis focuses on sales of single-family properties, it does not accurately portray the changing rental landscape or the sale of multifamily residential properties in the area. Additionally, by conducting a hedonic and spatial analysis in a focused area, the number of observations was smaller than preferred and could be improved with comparison to other like areas.
