Emmy Brooks Narrative

On 03-06-2017 at 1658 hours I was dispatched to the rear of 649 North Main Street in reference to an unresponsive subject.

Upon my arrival I located Jeremy Brooks in a silver Chevrolet Impala in the parking lot who had a pulse and was taking a breaths periodically.

I opened the driver’s door of the vehicle and removed Brooks from the vehicle. While removing Brooks I noticed a syringe in the driver’s door panel of the vehicle.

Upon the arrival of EMS Brooks was administered narcan which had the desired effect and he was transported to Poplar Bluff regional ER.

Residents of the apartment complex advised they had never seen Brooks before or his vehicle. Brooks’ driver’s license had a Doniphan address.

Due to Brooks not residing at the apartment
