Venustiano Carranza did favor political reform but did not favor social reform. He also drafted the Constitution of 1917. Although Venustiano Carranza tried to ease up on land reform in the new constitution, Emiliano still had control over Morelos and no plans of uniting with the Mexican government until he got what was right for him and for the peasants. Once again Emiliano Zapata did not agree with someone's political view and kept on fighting, not losing hope that one day he would gain enough power to get peasants their lands back. Emiliano Zapata fought off carranza's forces but sadly, Many of his troops left and left him with a very small army. It didn't matter much to him though because of his military strategies, one best known as guerrilla fighting warfare. “ Article 27 mandated that lands taken from the peasantry during the Porfiriato had to be returned, even if they did not have written titles.
