Emergency Management Exercises This paper will focus on recognizing the importance of emergency management exercises when faced by hazards. These are essential methods that one must practice when dealing with emergency management. Furthermore, these are critical steps that groups, organizations and communities must consider in order to be prepare to handle an emergency. One must realize that many regions throughout the state are exposed or have a history of being exposed to disasters, this is why such communities, and many others, must take part in implementing emergency management plans and exercising them. This means police, fire and utility departments. These departments’ leaders will discuss possible outcomes a major winter storm could bring to a community. They will also provide feedback on response to those threats. Even more, during this type of exercise, city council will measure their reactions and take consideration or make changes to areas that need extra attention. As mentioned earlier, this type of exercise allows communities and responders to sharpen their preparedness. A functional exercise gets closer to exercising a full scenario. This type of exercise, now combines efforts from drills and tabletop exercises. This practice measures the combined efforts of all those involved. Unlike a drill, which tests one function or activity, the functional exercise tests a full range of associated activities that together fulfill a greater response purpose (Haddow, Bullock, & Coppola, 2014). This exercise will test the functionality of all procedures, resources and personnel. An example of this exercise, using a severe winter storm scenario, would be to test how fast warnings went out to the public. Communications is a huge part in functional exercises, the word must get out fast in order for this exercise to function properly during winter storms. Functional exercises are designed to exercise specific team members, procedures and resources, for example, communications, warnings, notifications and equipment set-up (Department of Homeland Security, 2016). These exercises measure coordination between those involved.
