The model used in application 2.1: Planned Change at the San Diego County Regional Airport Authority was the Action Research Model. Within this model are eight steps: problem identification, consultation with behavioral science expert, data gathering and preliminary diagnosis, feedback to key client or group, joint diagnosis of problem, joint action planning, action, and data gathering; with a loop back to feedback to key client or group (Cummings & Worley, 2013, p. 25) to repeat those steps. The first step in the Action Research model, problem identification, begins with the creation of the San Diego County Regional Airport Authority (SDCRAA) due to laws passed in California in 2001. The government’s passing of this law required the San Diego International Airport to be transferred over to the SDCRAA by 2003 (Cummings & …show more content…
After the law was passed to create the SDCRAA, she was named Executive Director and put on an advisory board for the transition (Cummings & Worley, 2013, p. 32). She crafted the senior team who picked the seven members of the Metamorphs, which created the teams and peer reviews. She also had to deal with the California legislature dealing with the transfer and present the transition plan to the Board of Port Commissioners. The biggest example of the ethical behavior and values of Thella Bowen as the OD practitioner comes in when discussing the effect the transition would have on the employees. She did not want the “human factor to be forgotten” (Cummings & Worley, 2013, p. 34) when the transition took place. She created education sessions for the employees to keep them a part of the process, educate them on the changes being made, and assure them things would be alright.
