The reporting party (RP) stated baby boy Herrera has been examined for his regular scheduled checkups since October 2016. Each time the child is brought in for an examination he has an ear infection. The RP suspect the ear infections are due to the foster parent giving the child a bottle while lying down. According to the RP, the foster parent was advised not provide the bottles to the child while he is prone on previous occasions. On 2/14/17 the child was examined by the RP and diagnosed with double ear infections. While in the doctor's office the child was observed screaming as the foster mother did nothing to console him. Furthermore the child did not appear well bonded to the foster mother who appeared annoyed and upset with the child.
