A state of emergency, it is used for a natural disaster like an earthquake but in Seattle and King County a state of emergency is used on homelessness. It is a human disaster
An increase of people has been living on the streets and dying on the streets of Seattle and King County from the past two years (2014-15,2015-16).
Mayor Murray declared a state of emergency in order to get an additional money and resources to help for homeless people.
