One can say gambling was a staple in United States early history especially in the expansion of the west. The PAPSA makes it unlawful for a governmental entity or person to sponsor, operate, advertise, promote, license, or authorize a lottery, sweepstakes, or other gambling scheme based on amateur or professional athletic events. The year gap between passing and effective date was to allow those states that had a ten year history with licensed gaming to apply for exemption from thin law. This act was put in place to stop the spread of state ran sport gambling. Commissioner of the National Basketball Association provided testimony to the Senate Judiciary committee in hopes of maintaining sports integrity and reduce the promotion of sports gambling four our children. Many who favored this bill also saw it as a way to stop organized crime from making lucrative profits through sports gambling. This act was the first constraint by our government on state sponsored sport betting leaving only four states with the ability to legally allow sports betting. Montana, Oregon and Delaware and Nevada all who already had state laws on sports betting were allowed to keep their laws which allowed licensed sports gambling and took advantage of the exemption form this law.
