Effective Shooter: A Case Study

Building 1143 is a challenge in of itself with over 32,000 square feet of area, 25 entries and exits, 12 corridors, two auditoriums, 38 classrooms, 54 offices, large amounts of open space in four common areas, and most of the walls of the building are actual windows. A positive aspect is there are many areas, such as the classrooms, that are optimal to establish a barricade between individuals and the active shooter during lockdown procedures. Additionally, with 25 entries and exits there are plenty of options for personnel who want to escape an active shooter situation. These positive features of building 1143 are important for all individuals to know and could result in lives saved, however, the layout also presents a complex challenge to mitigate or deter an active shooter threat. The first task was to develop a project statement of work and request approval from AFSNCOA leadership, specifically the Chief of Programs. In addition to approval from the AFSNCOA Chief of programs, coordination with the points of contact of the other three educational institutions and first responders was required. After the active shooter annex project was coordinated and approved, research on the active shooter threat began. Concurrently, a risk assessment and small-scale evaluative exercise was conducted in building 1143 to determine overall AFSNCOA preparedness for an active shooter threat. Completion of the trial research and exercise provided ample information to begin development of the information, guidance, and procedures that would form the active shooter annex. Upon completion of the final active shooter annex and approval by AFSNCOA leadership, the annex was published and a power point was developed to familiarize personnel in building 1143 with the new
