The mission of this plan is to concentrate the responsibilities of the city officials, first responders, stakeholders and the community as a whole to focus on advance preparation while responding to any emergency incidents. This is very serious as “elected leadership in each jurisdiction is legally responsible for ensuring that the necessary and appropriate actions are taken to protect people and property from the consequences of emergencies and disasters” (Fagel, 2011).
