A study by Sanga (1998-2004) identifies the influences of ethical and effective educational aid in the Forum Pacific Island Countries (FPIC). Most consultants and organizations especially in the Pacific Islanders that were expecting to received Educational Aids and as a results were all complaint. The aid is not being used effectively by the people. A report from UNDP (1999, 45) states several aid has a great influence toward the Pacific people who lived in SIDS. Aid where Pacific islanders have to receive so many fortunate donor regarding education as part of the “assistance to education and basic education … should be the priority even aid is used to support tertiary scholarship programmers.” …show more content…
Efficient funds has to be globalized in terms of resilience and sustainability in SIDS. The purpose of the awareness is to allow SIDS prepare to face the problem. Dr Tukuitonga said (ABC NEWS, 2014),"For all the money that's being invested in the region over the year the progress, I have to say, is not as good as I would have thought,” Tukuitonga report on ABC news the outcome of the fund that was not utilized according to what the donor expect them to used. In fact, although there were many agencies that has been given to indigenous people aware about it and few are not knowing it. For example, there were many agencies in the pacific and most users are not really concerned about it. The mindset of the indigenous people thought that educational aids is a gift instead of charity. Hindson ( 1986) stated While the nature of educational aid can be (and has been) criticised as being 'diplomatic' in character and not always meeting the 'basic needs.” Hindson mention that the perpetual fund are not always meet the need of the donors. In fact, the donors want to know if anyone would like to apply for that aids, must aware of the requirement if he or she fits in. Modernization theories is “a process of through which all developing societies must pass, in order to attain the ‘promised land’ of a stable, prosperous, and liberal” states (Haynes 2008:21). To receive higher consumption from western concept, Small Island Development States (SIDS) have to step up from living traditional society and allow technology to emerge within learning environment. The learning process took place by oral indigenous and technology education. The elderly people has been practice about education orally in a traditional way by teaching children’s on how to work more skilfully. In addition, Indigenous people need to understand the concept on how to survive in using the resources within the island. Increasing generations were more culturally in learning about technology compared with our old generations. For example, modernization has practice the importance of human rights and critical theory in connecting to education
