In the United States 1965 began the Head Start program and eventually by 2005 over 38 states offered a state funded pre-school program. As of 2002 sixty-six percent of the children in the United States were enrolled (Child Development, 2008).

Sweden has done studies and have shown that early childhood education is critical for both their own and national interest. “In Sweden over 87% of the children are involved in pre-school “(International Journal of Early Years Education, 2013).
