According to the U.S. Census Bureau (2006) by the year 2050 the world population will increase to 9.6 billion people. Likewise such an increase in the growth of the population will undoubtedly result in a substantial upturn in the number of learners that will require an education. Surely these individuals will need a quality education in order to compete in a global society. Thus the question will become, who will pay for the education for this mass influx of people?

Is distance education an economical or viable solution to help states afford the cost of education to its learners? It is the view of this writer that the role of distance education may have a positive impact. The outcome of which could be a lowering of the cost of education to assist states in the financing of universal education in the future. Let’s take a look to see what the possibilities are of this approach to decreasing state budgets for education.
Perhaps distance education can play a significant role here. The cost savings of redistributing current curriculum through the integration of distance education could be a major contributor in lowering the total cost of education for some state institutions. If applied effectively based on an analysis of how best to redistribute an institutions current face to face course offerings distance education can provide state governed schools with some cost saving strategies. Meyers (2008) proposes that these strategies could include but are not limited to the following approaches to new plans and policies:

The rate of return both socially and economically supports investigations into new and innovative ways to contribute positively to the creation of a skilled and qualified workforce.
