Also they developed a four class society – The ruling class was Samurai, followed by farmers, craftsmen and merchants. Around 80% of the population were farmers and that’s why the Edo period was a feudal class society based on peasant agriculture. Politically, it was centralized system which gives Bakufu (the central government) the absolute political power over the other local governments which were called Hans, which were ruled by the other samurai lords called daimyo. Each han could decide its tax rates and other economic regulation as long as he follow all of requirement from the central government. Because of the bureaucracy, peace and stability and the isolation from the rest of the world Japan developed a unique civil culture (the rice of the theatre and literature) and goods. In the same time the government’s tax remained in rice and there were some taxes on commerce, but they were inefficient. As a result government was faced fiscal crisis and inflation, while farmers and merchants increased their financial conditions. However, the government tried to handle with the situation with a lots of changes and tried to monopolies the markets. Despite the fact that the economy wasn’t so stable, the marketing system for rice remained largely the same in the Meiji period and this system was a good base for the future economy growth.
One of the most important things that happened in this period, was the creation and fast grow of the transportation, especially the marine transport. The governance created five official highways and major sea lines. Also there were created a passport controls at the major check point. Despite the monopolisation of the sea, during the Meiji period the freedom of the sea was restored. Because of the development of the transportation in Edo period future modification was allowed on the marine transport and people start to trade with the foreigners, which was good for the
