1.3 Deliver the free entitlement in a way that reflects the local market through providers across the maintained, private, independent and voluntary sectors.
1.4 Enable children to take up a free place at a provider who, for good reason, may not be able to open for 38 weeks a year or for 15 hours a week where this suits the parent’s needs.
1.5 Promote equality and inclusion , particularly for disadvantaged families, looked-after children, children in need and children with disabilities or special educational needs by removing barriers of access to free early education and working with parents to give each child support to fulfil their potential.
