Early Head Start made its first reveal in 1965, but 1964 is when President Lyndon B. Johnson declared, during his state of the union speech that there was the war on poverty. President Johnson a former Texas educator, believed that the only way to eradicate poverty was through education. The same sentiments were expressed by child development experts who suggested that “early intervention could significantly affect the cognitive and socio-emotional development of low income children” (History; Early Childhood Knowledge and Learning Center).
