Dubai Corporation for Ambulance services (DCAS) is the embodiment of the vision and desire of his highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President, Prime Minister and Ruler of Dubai, in uniting the efforts and abilities of various organizations in order to provide ambulance services in the Emirate of Dubai. In addition, his Highness’s vision of standardization of services delivery and improvement was aimed to make Dubai an international centre of leadership. Aligned with the Dubai strategic plan, law No.13 of 2006 was issued which resulted in the Consolidated Centre of Ambulances (Ambulance.gov.ae, 2015).

Before DCAS was created, health care providers involved in pre hospital care were nurses, not paramedics. Most of those nurses were transferred from the in-hospital environment to the pre-hospital environment because they were still governed by the ministry of Health when the law was issued. However, some nurses decided to remain in the pre-hospital environment under the governance of DCAS because they accumulated more knowledge, experience and expertise in pre-hospital emergency medical care. In order to accumulate more staff with specialized skills, DCAS began recruiting bachelor degree nurses into the field. This Emergency Medical Services (EMS) body is responsible in providing high quality pre-hospital emergency care guidelines in Ireland. PHECC sets their guidelines in the form of their own Clinical Practice Guidelines (CPG). These enable healthcare providers to provide high-class pre-hospital emergency care to the patient (Knox et al., 2013).
