The amount of risk that a drunk driver puts on random innocent drivers is not reflected in the current punishments that are emplaced. By making the punishments more severe, it will help to deter other drunk drivers and repeat drunk drivers. Rehab can be used instead of harsh penalties, but this only helps to deter repeat offenders, however a large portion of drunk drivers are repeat offenders meaning it is not helping. Education and awareness can also be an alternative, but modern pop culture makes light of drunk driving, which only negates the progress of education and awareness.
