He looked for something to start with what little money a very educated immigrant could boast of and being an outlet for the post office seemed the most appropriate at the time. He could only afford the rent for the small space behind some buildings in a busy part of District M. That was in 1995. As Chief Victor’s dream was far beyond the postal services, he quickly added other postal services like UPS, Fed EX, etc. By 1999, TPS, had outgrown its District M office and expanded into its current location in Town A and added tax consulting, education and preparation, travel, money transfer, etc. Chief Victor’s desire to start his own business stemmed from his overwhelming desire to make a difference in people’s lives. His primary drive was not in becoming rich. According to him in an interview, he saw that there was marked ignorance of the way the United States of America’s tax laws work among the immigrants that make up more than 80 % of his customer pool. These laws are so different from the laws of the home countries that many were beginning to have problems with the IRS by either not filing their taxes or filing them incorrectly. Chief Victor wanted to step in and provide the much needed education. He got trained and became a member of
