The novel Of Mice and Men is specifically a drama of dreams of a pair of have-nots but in a broader perspective, it is a beautiful "study of the dreams and pleasures of everyone in the world" (Lisca, Steinbeck .qtd 1958: 139). George and Lennie are migrant agricultural labourers. Their dreams and aspirations connote to those of millions of have-nots who are living the life of underdogs. They do not dream of a utopian change in their life status. They only want economic security, social equality and equity and human sympathies. George and Lennie’s aspirations are the aspirations of every have-not. The very small dream of the have-nots can be visiualized in the innocent statement of Lennie. The political system plays a vital role in the composition of social milieu. It regulates the state and maintains sovereignty of the people without distinguishing between the haves and the have-nots. Good governance is the ultimate motif of political system. It takes care of every citizen and ensures congenial conditions to all without discrimination. The rise in the number of the have-nots is a failure of the governments or the political system at large.
The legal system regulates the judiciary and the executive functions of the state. It protects the rights and the privileges of the citizens. The 'have-nots' lose their basic human rights if the laws are not properly enforced. It plays significant role in conserving the social milieu. The legislative measures are ensured for a judicious and equitable distribution of land and other recourses among all. In case it of its failure the have-nots take birth. A sound communication system and technology is required for the flow of information from one person to another in a social milieu. The have-nots never have been a part of sound interactive system. As they are neglected so they nurture harshness in their behaviour, attitude and language. Broadly, they lack proper information and awareness that is why they are have-nots.
