In 1862, to help the North (Union) pay for the costly civil war they were embroiled in, the US government enacted specific tax laws which placed tariffs on articles such as perfumes, matches & among other objects - playing cards. Eleven playing card manufacturers including Dougherty & New York Consolidated Card Co. took advantage of this rare opportunity to craft their own style of revenue tax stamp.
