On May 13, 2017 at approximately 1530 hours, I was dispatched 717 Wood Ave for a report of domestic violence. Upon arrival, we spoke to Virginia Delzo (victim) who stated in effect on May 13, 2017 at approximately 1300 hrs her husband, Manuel Delzo (defendant) had a verbal dispute which turned physical where he ended up by chocking her causing physical injuries on her neck and her face. Reason case was accepted for investigation: On 3/13/17, Hennepin County Child Protection accepted a report alleged physical abuse and domestic violence impacting Madison Lebron, age 6, by father John Lebron Jr. Per reporter Ms. Tavarez told officers that she had asked Mr. Lebron about him kissing his estranged wife whom he is separated from and divorced per MGA they are divorced. Per reporter Mr. Leborn smacked Ms. Tavarez in her face. The main issue with the Criminal Justice System and Intimate partner violence relies on the fact that the issue was always viewed as a private matter until lately (Alvarez & Bachman, 2014, p. 110), which may be the reason for so many flaws in the Criminal Justice System when it comes to Intimate partner violence. Police can improve their response by treating the situation as a serious criminal matter. Sometimes officers do not think the situation is a bad as it is, which often result in life threatening situations. The Domestic Violence Survivors Act would allow for judges to consider abuse when giving sentences to those convicted especially when the crimes were directly related to abuse. The act would consider the sentences of those arrested and convicted who defended themselves against their abusers, and those who were arrested because of crimes that connected to the abuse. The Act would also give survivors who have been sentenced to harsh sentences a chance to shorten the sentence, or be granted an early release. After years of speaking openly about survivors of abuse who were formerly and presently incarcerated, the bill has been recognized as an important issue and was approved. Violence, Threat of Serious Violence and the Battered Woman Syndrome Women usually make a plea of provocation when they kill their abuser, i.e. their partner or husband due to a `slow burn’ reaction to continuous domestic abuse.
