It is a wicked problem. This means that the priorities of the government change and the definitions of the source of the problem vary between fixing the blame on inadequate and irresponsible parenting versus connecting it to the stresses of the larger social environment.
Child welfare problems are affiliated to drug abuse and unmarried parenthood when at a personal level. At the societal level; concentrated poverty, institutional racism, and ineffective social policies.

A family is a there to take care and protect you from any harm. For children and other victims involved with family violence, a home may be where they are the most vulnerable to assault, misuse or deprivation at the very hands of those who have a duty to protect and nourish them. It’s ironic to think that a home is meant to shelter you from danger but not being as safe as it is widely interpreted with the presence of family.
Family violence includes a home, a family and anything but a safe environment, it is a bloody battleground.
Measuring the prevalence of family violence as a social problem is extremely difficult, the most obvious reason is that the majority of it takes place in the privacy of a home, and only a fraction of occurrences are reported. These tend to be the most tragic incidents, that usually result in serious injury and sometimes death.

The victims can be anyone in a family ranging from a sister or brother to a father or mother, it can happen to anyone. Physical abuse is not the only form of violence. Verbal and mental abuse is also considered as family violence and it is just as painful. When a family member has continuously hurt you in any way it is family violence. The perpetrator does not know that what they are doing is wrong and even if they do know, the violence they inflict will continue to occur unless they try to stop the violence or get help. Friends can also be affected because of the relationship between them and a victim. When a victim of family violence has any unusual or signs of abuse then that friend is in a situation where he or she should report the abuser. A friend can be the one person on the outside that can view the bigger picture and save the victim. They should lend a hand and give constant support as family violence doesn 't just have to hurt you physically but mentally just as severely.
Neighbours are likely to be aware of the violence going about in the neighbourhood because noises can be heard, especially if a neighbourhood is quiet. They are usually the one to notice if something wrong is happening next door. Though they seem unfamiliar, they still notice unusual
