The main goal for the terrorist is to gain publicity through their actions. The FBI perfectly underscores definition of terrorism through its three characteristics; striking fear into the public and pressuring governments to change their policies all through violent intimidation and coercion. To be considered international terrorism, these activities must be funded and initiated outside the United States boundaries. For example, the September 11th 2001 terrorist attacks—in which terrorists hijacked four airplanes, crashing them into the Pentagon and World Trade Center—are considered international terrorism because of where and who orchestrated the attacks. In other words led by a foreign national, Osama Bin Laden, the leader of Al-Qaeda, on foreign soil. This definition is correct but does not go into depth of the full description of what and who international terrorists are (The Free Dictionary). This definition is easily accessible to the general public, and as a result consumers who utilize The Free Dictionary site would come away with little knowledge about what constitutes international terrorism. It fails to educate about several key elements inherent in international terrorism––namely that terrorists seek to invoke the psychological effects of fear by through violence and intimidation. Free Dictionary Online also does not mention motives of terrorists, which can include political influence, religious views and ideologies. In 1994 the U.N. General Assembly adopted Resolution 49/60 to define international terrorism, in order to more effectively counter terrorism across the world:
